I think the Mursaat are just there to aggravate people. They don't even really hamper running as effectively as the Mind-Freezing Ice Imps that are all over it.

Sorry if you felt people's answers weren't what you were looking for. You did pretty much answer your own question, though: they're there to aggravate people by making the zone more difficult.

Actually, there are 4 spawn points in Ice Floe for bosses. I know because I have capped elites there a great deal. The best place to start from is Marhan's Grotto.

The designers probably thought they should put Mursaat somewhere. If they weren't in Ice Floe, there wouldn't be a single non-mission map with Mursaat. It would've been more fitting though if there'd been a 'Mursaat map' in the Ring of Fire Islands region.
